RUSSIA NOT PREPARED TO TACKLE MILLENNIUM BUG

The Associated Press reported that according to the acting Russian Deputy Prime Minister no Russian ministry or department as of May 7 had yet applied for finances to work on the Y2K computer bug problem. The report also said that 20 governmental departments "had not even submitted plans on how they would tackle the problem." The report highlighted the prevailing attitude in the Russian government by noting a comment from the Russian Nuclear Ministry a few months ago who said that his agency would "deal with the problem when we get to 2000."

PALESTINIAN SPOKESMAN BELIEVES A PALESTINIAN STATE WILL EXIST THIS YEAR

Reuters reported that an aide to Yasser Arafat said Tuesday that the Palestinians will declare an independent state in Israel before the end of 1999. Tayeb Abdel-Rahim, general secretary of the Palestinian Presidency, was quoted as saying in a speech, "I confirm that the declaration of our state will take place before the end of this year. We are at a crossroads. It is the downfall of...those who reject implementation of the obligations stated in the agreements." Arabic News reported a Palestinian official announced that the proclamation of the independent Palestinian state would take place on November 15 to coincide with the proclamation that took place in Algeria more than 10 years ago when Palestinian leader Yasser Arafat announced the establishment of the state during the meeting of the Palestinian National Council in 1988.
